The City of Cerritos Combined Financial Program (Budget) for Fiscal Year 2026-2027 is available for public viewing on the City’s website, cerritos.gov/budget. The budget was approved by the Cerritos City Council on June 22 and took effect on July 1, following an extensive planning process and series of community engagement sessions this spring.
Amid ongoing fiscal climate challenges at the local and national levels, Cerritos’ FY 2026-2027 Budget reflects a deliberate effort to align City expenditures with available resources while preserving core programs and services. Citywide expenditures include $129.7 in operating expenditures and $24.1 million for its Capital Improvement Program (CIP). When operating and capital expenditures are combined, the City’s overall expenditures of $153.8 million are only partially offset by $142.9 million in forecasted revenues, resulting in a $10.9 million overall deficit. The adopted budget requires General Fund reserves to cover the gap between forecasted revenues and expenditures.
To minimize the budget deficit, the City identified extensive reductions in the amount of $8.2 million from its operating expenditures, including $1.7 million saved through a limited hiring freeze, and a $700,000 reduction in non-Arts Education-related programming at the Cerritos Center for the Performing Arts. In addition, the City elected to defer $3.5 million of expenses for previously planned projects and services.
The FY 2026-2027 Budget is informed by the City’s Strategic Plan Goal #6: Focus on Fiscal Transparency and Sustainability, and its Financial Reserve and Capital Improvement Program Prioritization policies.
