Cerritos Approves Curb Address Painting Program

The City of Cerritos is preparing to implement a voluntary curb address painting program to be funded through charitable donations and performed by third-party providers. The City Council directed the establishment of the program following a presentation on the topic at its July 27 meeting. 

Painted addresses on curbs provide clear and visible means of identifying properties and assist emergency responders, utility crews, service providers, and the public in locating addresses efficiently. 

Third-party providers interested in facilitating curb address painting would be required to paint entire streets or neighborhoods. Participation and donations would be completely voluntary, and homeowners would receive the service regardless of whether they contribute.
 
“The curb address painting program gives vendors the opportunity to provide this service to residents on a voluntary donation basis, while enhancing safety and promoting public infrastructure uniformity,” said Mayor Lynda Provido Johnson. “The City Council is thankful to the Department of Public Works for preparing clear guidelines for vendors and we look forward to the opportunities this program will provide.”
 
Program guidelines establish a regulatory framework for privately conducted curb address painting activities within the City. Disclosure flyers must inform residents that curb address painting donations are voluntary, payment is not required, and the service provider is not affiliated with the City. The guidelines also prohibit soliciting donations from anyone other than the property owner or an authorized representative, helping ensure the donation process is fair, transparent, and not misleading. Providers must first obtain a City business license and encroachment permit, submit insurance and work plans for City approval, and comply with uniform painting standards.

The Department of Public Works will determine the locations for program implementation based on identified needs, public safety considerations, and other operational factors. Services will be conducted in areas where they provide the greatest benefit to the City. Staff may prioritize areas where address visibility improvements would enhance emergency response, accessibility, or overall neighborhood identification.
