City to End Cerritos on Wheels (COW) Service, Continue Solely With Dial-A-Ride Program

To support a more financially efficient transportation program, the Cerritos City Council on April 13 approved ending the City’s existing fixed-route Cerritos on Wheels (COW) service. The City Council also awarded a contract to MV Transportation, Inc. to continue the City’s Dial-A-Ride service for senior residents and those with disabilities.

In January, the City Council directed staff to prepare to discontinue COW service after a comprehensive Transit Assessment identified long-term financial challenges associated with maintaining fixed-route service. The City Council also directed continuation of the City’s current Dial-A-Ride demand-response program. By operating solely the Dial-A-Ride program, the City moves toward a more financially sustainable model while continuing to prioritize mobility for senior residents and residents with disabilities. Funding for the City’s Dial-A-Ride program are restricted local return funds, which are required to be spent toward public transportation purposes only.

In accordance with City Council direction, the fixed-route COW service will end on May 31, 2026. Alternative fixed-route transportation options remain available to residents through other regional transit providers.  Continued Dial-A-Ride services under MV Transportation, Inc. will begin on July 1, 2026. The new Dial-A-Ride contract brings minor modifications to better support community needs while improving operational efficiency. This includes the new addition of mobile app and online reservations and payments, with continued service by way of telephone. The Dial-A-Ride Tier 1 service area includes all of Cerritos, Artesia, and portions of La Palma and Norwalk, with service now to destinations on both sides of the Tier 1 boundary streets. Tier 2 includes any medical facility and hospital within a 3-mile radius of Tier 1. Tier 3 includes approved medical facilities and hospitals outside of Tier 2 boundaries. Beginning July 1, Tier 2 and Tier 3 fares will increase slightly to $5 and $7, respectively, to better align with the cost of providing curb-to-curb service. Fares for trips within Tier 1 boundaries will remain unchanged at $1 each way.
 
There are presently about 1,700 Cerritos residents age 55 and older or with disabilities enrolled in the Dial-A-Ride Program. The program operates seven days a week, and wheelchair accessible vehicles are available. Trip reservations are subject to availability.
